Job Summary

Oversees and coordinates the work and development of multiple teams including, research and evaluation, assessment and data, district and school improvement, multi-tiered systems of support for academics and the student information system for related academic data. Ensures that data quality is maintained for reporting locally in metrics and dashboards, as well as reporting externally for state and federal accountability. Supports schools and district staff in the use of data for decision-making and implementation of tier 2 and 3 academic interventions. Facilitates strategic planning including the development and monitoring of annual action plans, creation and distribution of surveys, and collection of evidence of the plans progress. Salary Range (12-month): $105,597 - 152,500

Qualifications
  • An earned a master's degree in education (teaching, curriculum, and/or leadership), statistics or another related field is required.
  • A doctorate in education, educational statistics, or another related field is preferred.
  • Must hold a current Director of Instruction (10) license.
  • 5-10 years of experience as a classroom teacher, building administrator, and/or a district administrative position combined.
  • Experience within an institution of higher education related to research, education and/statistics may be considered.
Responsibilities
  • Coordinates the work of Research, Assessment and Data department that includes work related to educational research within and outside of the district, data quality and reporting within multiple systems (e.g., WISEdata, WISEdash, local dashboards, Infinite Campus related to academics), administration of assessments and development of performance reports, district and school improvement processes, implementation of multi-tiered system of support for academics and data for state accountability.
  • Monitors the implementation of tier 2 and 3 interventions with fidelity. This includes the implementation with fidelity of interventions and record keeping for specific learning disability referral process.
  • Serves as the district liaison for the Department of Public Instruction Accountability Trainers, District Assessment Coordinator, application security management (ASM) for coordinating access to state WISE applications and other secure data reporting sites, and other partnerships outside of the district as designated.
  • Ensures schools and district receives support for effective data-driven decision-making. Oversees and develops data requests, ad hoc requests, data for retreats, improvement planning and reporting (e.g., school board, Key Performance Indicators for the Council of the Great City Schools, Civil Rights Data Collection).
  • Ensures schools receive support for maintaining sound assessment practices and proper use of data reports from assessment. Investigates when irregularities in testing are reported.
  • Ensures schools and district receives support for understanding and using accountability reports from the state (e.g., state accountability report cards, Every Student Succeeds Accountability reports).
  • Establishes direction and provides oversight for the district's assessment programs, evaluation programs for the schools and central office and the data warehouse and data quality.
  • Establishes direction and provides oversight for the districts data quality and reporting related to state accountability.
  • Collaborates with offices, departments and schools to provide a range of support related to assessment and evaluation to teachers, principals, parents and other educational stakeholders.
  • Collaborates with offices, departments and schools, external agencies and institutions of higher education to plan and conduct rigorous, independent program and policy research of various MPS programs.
  • Coordinates the work of the department to ensure timely and accurate submission of a variety of local, state and federally required reports.
  • Develops and administers the departmental budget, monitors expenditures and follows appropriate administrative policies related to purchasing. This also includes monitoring the Comprehensive Support and Improvement (CSI) grant that the district receives to support CSI and Additional Targeted Support and Improvement (ATSI) schools.
  • Manages personnel, to include work allocation, training and problem resolution, evaluating performance and making recommendations for personnel actions according to the policies and procedures of MPS and direction provided by the Milwaukee Public School's Board of Directors.
  • Actively supports the MPS Strategic Plan.
  • Performs other duties as assigned.
