Position Summary
Under the direction of the Director, Clinical and Research Systems independently provides significant and high-level administrative leadership in planning, implementing, evaluating and maintaining solutions to meet the Information Technology (IT) needs for VBRI, as well as contribute to future strategic positioning of VBRI. Partner closely with other VBRI leadership to lead solutions, application portfolio planning and management activities. Manage and provide technical oversight to the IS technical and support resources that report to this role. Ensure adherence of that team to required quality and regulatory policies and practices. As part of the IS management team, ensure coordination of cross-functional resources in IS for service line projects, as well as act as a partner in forming and refining IS policies and processes to meet changing Institutional and Research needs. Manage relationships at all levels of business, perform business analysis as needed, and manage initiatives and solution implementations. Familiarity with various solutions used in a Life Sciences research environment is preferred. This role requires prior experience in an organization that was part of a Life Sciences domain. This role may have 1-3 direct reports in the future.
Responsibilities
    Acts as IS/IT lead for relevant VBRI initiatives and provides expert business and systems analysis, and matrix leadership to other resources engaged in projects and support activities.


  • Leads service line engagement, portfolio planning and management, enabling and executing on portfolio delivery and resource management, as well as contributing expertise to overall strategic planning and positioning.

  • Takes a leadership role with upline leader, service line management and supervisory personnel in planning and assessing operational and strategic needs, and an active role with IS management, VBRI committees and meetings as appropriate and the Change Management Advisory Board (CAB) in prioritizing and scheduling work.

  • Participates in budget planning cycle for capital and expense required to support line(s) of service by identifying resource and skills needs for planned projects.

  • Takes a leadership role with Director in driving improvements in IT process, service levels, and customer service.

  • Mentors others in project management and systems analysis.


  • Provides assistance and guidance in vendor or technology selection and/or in house development assessments. Works and negotiates independently with vendors to define and deliver optimal solutions for line of service.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties in this job classification

  • Understands and performs in accordance with all applicable regulatory and compliance requirements

  • Complies with all standard operating policies and procedures
Qualifications
Education
  • Bachelor's Degree Management Information Systems (MIS)/Computer Science (CSCI) degree with coursework or commensurate experience in Life Sciences preferred

  • Other degrees or certifications in networks or ITIL with relevant experience in lieu of required degree
Experience
  • 7-9 years experience in Information Technology required

  • 4-6 years of experience managing technical support staff required

  • Strong technical foundation and experience, including knowledge of computing, networking and cloud technology required

  • Experience working in a University IT or computing department or an organization that performs biological research required
Knowledge, Skills and Abilities
  • Extensive knowledge of assigned lines of service including regulatory and quality systems requirements
    required

  • Demonstrated ability to balance technical solutions with practical business needs required

  • Excellent project planning and analytical skills required

  • Self-starter, self-directed, results-oriented, with strong sense of urgency but also an ability to act as a team leader or player required

  • Effective written, oral, and presentation/communication skills required

  • Strong interpersonal and business acumen skills with a focus on translating technical language into business processes required

  • Exceptional customer service skills and ability to develop and train others on current methodologies and techniques required

  • Strong relationship management and negotiation skills and the ability to work effectively with vendors required
